COPA PARTNER & MEMBER COUNTRIES

 

COPA primarily supports countries from the Global South eligible for Official Development Assistance in creating effective greenhouse gas mitigation through ozone depleting substances (ODS) and hydrofluorocarbon (HFC) banks management. Partner countries receive access to technical and financial support to establish and further develop a regulatory framework and infrastructure to effectively address the global ODS and HFC banks problem.

Countries are welcome to become members of the alliance and benefit from knowledge exchange and an international network of actors willing to jointly work on the sustainable management of ODS and HFCs. 

In the initial phase, COPA cooperates with China (Ministry of Ecology and Environment of the People’s Republic of China - Foreign Environmental Cooperation Office), Ghana (Ministry of Environment Science Technology and Innovation - Environmental Protection Agency), Mexico (Secretariat of Environment and Natural Resources of Mexico), Tunisia (Ministry of Environment of Tunisia) and Ecuador (Ministry of Production, Foreign Trade, Investment and Fisheries). COPA is working with the five countries to define country-specific commitments, develop project concepts and implement first pilot actions. The results and expertise can then be transferred and multiplied to other countries.

COPA focuses on mitigation actions in metropolitan regions as ODS and HFC waste stocks mostly accumulate in densely populated areas.

Ghana is a regional forerunner in the field of green cooling and is actively working on transforming its cooling sector to be more sustainable and climate friendly. It has previously participated in the ODS management program as well as the Green Cooling Initiative (both managed by GIZ) and is also active in further projects with other partners.

Ghana has defined emission reduction targets in the RAC sector under its nationally determined contributions (NDCs). Refrigerant related RAC-sector policies follow the ODS phaseout schedule of the Montreal Protocol. Ghana has ratified the Kigali Amendment and is expected to phase-down climate harming refrigerants to 80% by 2045. Ghana has started implementing its e-waste regulations; however, it is still in the preparatory phase toward implementation for the environmentally sound recycling of RAC equipment, which requires specific measures regarding the refrigerants.

A Ghana Inventory and Technology Gap Analysis for the Refrigeration and air conditioning sector as well as Ghana Refrigeration and Air Conditioning (RAC) Roadmap were recently developed and an ODS Roadmap will follow soon.

Activities

Key Activities under COPA in Ghana include:

 

  • Local facility for ODS/HFC destruction in Ghana

    COPA is supporting the local waste management company ZEAL Environmental Technologies in improving its operations for the destruction of ODS and other e-waste fractions. The rotary kiln incinerator is in ready-for-use condition and has been evaluated. Further activities include laboratory analyses of input waste fractions, procurement of a continuous emission monitoring system (CEMS), and further trials with ODS-containing foams and gases.

  • Collection and Recycling/Destruction Chain

    In cooperation with the e-waste project, different options for a collection and recycling chain for cooling appliances in Ghana are being evaluated. The three options include: (1) stationary plants, (2) mobile plants or (3) a combination of both. A cost-benefit analysis of the proposed collection and recycling/destruction chain options for cooling appliances will be conducted including a concept for implementation.

  • Standard Operating Procedures (SOP)

    COPA supports the development and testing of SOPs for selective treatment of domestic refrigerators and freezers as a guidance for workshop managers and technicians.

UNDP is willing to support the partners to strengthen their systems for the reduction of ODS and HFCs banks emissions.
