Training and Guidelines for developing PPP for the RAC sector in Togo
On Tuesday 3rd of June 2025, COPA through the Experts from Deal & Consulting, implemented a training workshop for the Ministry of Environment and the NOU in Togo. Focus was put on WEEE recycling facilities for refrigerants in the context of the Froid Vert Togo (FVT) project.
The concept and materials developed for the workshop contain specific guidelines, templates and a checklist of documents required for pursuing a public-private partnership (PPP) solution targeting the Refrigeration and Air Conditioning (RAC) sectors, specifically the management and disposal of electronic waste through WEEE recycling facilities in the context of the Froid Vert Togo (FVT) project.
The interactive workshop was held at the GIZ Togo Country office in Lomé with the objective to provide participants with the following learning objectives:

Understanding the principles of public-private partnership (PPP)

Master the guidelines governing the PPP within the framework of the Froid Vert Togo (FVT) project

Develop skills for the implementation of the FVT project in the context of a PPP
The event successfully met its objectives and provided the participants with valuable information and guidelines on how to initiate a PPP for the FVT project. The direct exchange with the experts provided an opportunity to ask specific questions for the FVT project, for example about what financial information is required. The Experts from Deal & Consulting successfully established a platform of knowledge about the PPP framework and regulations in Togo relevant for the RAC and WEEE Sector, consisting of templates, presentation and guidelines.
